Sustainable development is shaped both by public regulation and by business practice. States play a key role through the laws and regulations they adopt at national and international level. However, the understanding that sustainable development requires action not only by states but also by industry and business actors has deep roots, and can be traced back at least to the Brundtland Commission’s 1987 report. Moreover, as underlined in Agenda 2030 introducing the UN Sustainable Development Goals in 2015, sustainable development cannot be achieved without action by companies and the business community. The responsibilities of states and companies complement each other, and both are essential for sustainable development.
