
Implementation gap
The implementation gap arises when goals or requirements are not translated from regulation, policies, or organisational objectives into contracts, or when contractual content is not operationalised into processes, responsibilities, and follow-up. As a result, there may be a disconnect between what regulation or organisational goals require, what contracts say, and what happens in practice.
